Project Overview

On 14 April 2004, the United Nations General Assembly passed GA Resolution 58/289, calling for increased attention and resources to be directed towards road safety efforts. It also stressed the importance of international cooperation in the field of road safety and fostering increased awareness and activities aimed at combating the problem within UN organisations.

In response to this resolution and to effect Objective 6 of the United Nations Road Safety Collaboration, the Fleet Forum has been specifically mandated to address the road safety crisis within the humanitarian community. To this effect, the Forum has initiated a dedicated Fleet Safety project, responding to the expressed need of organisations to tackle the problem and professionalise their fleet operation.

The goal of this project is to:

Reduce the number of road crashes and resulting injuries and fatalities caused by and involving the employees of international humanitarian organisations, by establishing a culture of road safety within these organisations.

Improvements in road safety performance will result in fewer crashes causing death and injury to employees and the public, a reduction in the loss of investment in staff training equipment and vehicles, and a reduction in time lost for the delivery of life-saving assistance.

The Fleet Safety Project consists of 3 phases that will result in a comprehensive toolkit, 5 training modules, and a comprehensive communications strategy:

Phase 1: Fleet Safety Toolkit Development

  • Background Material
  • Procedures and Guidelines on Fleet Safety
  • Practical Tools for implementing Fleet Safety
  • Training Materials on Awareness, Change Management and Driver Training
  • Tips and Tricks
  • Business Case, in which the impact of utilising the Toolkit is measured

Phase 2: Pilot Testing

  • Roll-out of the draft Toolkit in Kenya in October 2007 with various international humanitarian organisations
  • Pilot Data Collection (qualitative and quantitative)
  • Monitoring and Evaluation

Phase 3: Communications

  • Communications Strategy to disseminate the fleet safety message
  • Communications Tools

The primary target audience for this Project is the Fleet Forum membership, including UN agencies, international organisations and NGOs operating in low and middle income countries. The secondary target group includes the broader community in which the Fleet Forum members operate.
