Interagency mobility plan

Redefining mobility for the aid sector requires collective action. This project is a key step in driving that ongoing transformation.

What is a mobility plan?

A mobility plan helps organisations optimise and improve the efficiency of travel linked to their operations, particularly employee movement. Its objective is to reduce operational impact while improving how people move for work.

A mobility plan contributes to reducing:

  • Transport costs

  • Greenhouse gas emissions and air pollution

  • Congestion affecting infrastructure and transport systems

 

At the same time, it encourages and facilitates more sustainable travel options, including:

  • Public transport

  • Carpooling and shared mobility

  • Active modes of transport such as walking and cycling

Key characteristics

Integrated 

Interagency collaboration across departments to ensure mobility planning supports organisational objectives holistically.

Participative 

Engaging staff throughout the process and promoting social dialogue to ensure solutions reflect operational realities.

Transformative

Driving structural change through HR policies, transport allowances, and organisational transport guidelines.

Pilot Project objectives

Shifting at least 10% of mobility demand away from car-centric model 

  • Reduce costs 

  • Reduce environmental footprint 

  • Accelerate sector’s reform (mobility as guiding thread, portfolio of mobility solutions, skills set change) 

  • Support alignment of practices with SDGs) 

  • Staff well-being, participation, social dialogue 

 

We are piloting the first interagency mobility plan in Lebanon in 2026.
